DALTON, Ga. — Earlier this month, a ceremony was held to celebrate the topping out of (or placement of the final beam on) a new residence hall scheduled to open in time for the fall 2016 semester at Dalton State College in Dalton. The $12 million Mashburn Hall will be the first residence hall in the Roadrunner Place Complex, and is being built thanks to a public-private partnership between the University System of Georgia (USG) and Corvias Campus Living.

Atlanta-based Collins Cooper Carusi Architects is serving as the architect on the project. Also based in Atlanta, Winter Construction is the project’s builder, and is now back on track for a summer opening after weather issues delayed the project this past fall and into winter.

“To see the last beam placed on Mashburn Hall was a great way to kick off the New Year. Winter Construction worked tirelessly to get the project back on schedule despite the weather challenges we faced,” said Jimmy Scott, portfolio director of the USG project for Corvias Campus Living, in a statement. “Additionally, working with Dalton State College has been a particularly special experience for the Corvias team, because they embrace every sense of the word ‘partnership.’ We can’t wait to unveil Mashburn Hall this summer alongside our partners and provide Dalton State a new residence hall right in the heart of their campus.”

“Dalton State College is excited to see the new residence hall take shape despite the challenges brought by Mother Nature this past fall,” added Natalie Bates, Dalton State College housing director, in a statement. “Corvias Campus Living and Winter Construction are both solution-based partners that have made all the difference as we prepare for a successful opening of Mashburn Hall.”

Mashburn Hall will be a four-story, 86,000-square-foot facility with wood framing and a suite-style layout for 365 beds. The residence complex will consist of one-, two-, and four-bedroom semi-suites; laundry areas; common spaces; game rooms; kitchen areas; and an outdoor entertainment space with a fire pit and covered verandah. The building is U-shaped with a large green space to encourage outdoor activity and interaction, according to Carlos Torres, project executive, Multifamily and Student Housing for Winter Construction. The facility’s location on the northern corner of campus also gives it close proximity to classroom buildings and other college facilities.

“As Dalton State College grows, the main goal is to bring more student housing on campus,” Torres said. “With Mashburn Hall, and the P3 Partnership among Dalton State, the Georgia Board of Regents and Corvias, the college is in the process of developing its capacity to provide up-to-date housing to meet increased demand.”

The new Mashburn Hall meets the green building requirements of the Georgia State Financing and Investment Commission and the Georgia Board of Regents, Torres added. “As an experienced LEED general contractor, Winter Construction works with our partners to ensure sustainable building practices,” he said. “For Mashburn Hall specifically, we worked with local subcontractors and suppliers to minimize the impact of transportation costs and ensure environmental best practices.”

The building was named for the late John Willis Mashburn, who established The John Willis Mashburn Charitable Trust to advance endeavors that boost higher education and economic development, according to the university website.

“The Mashburn Trust has invested significant resources in Dalton State and the greater Dalton community,” said Dr. Margaret Venable, interim president of the Dalton State College, in a statement. “The naming of our first residence hall honors the commitment of this esteemed family to our institution and our students. We are honored to be entrusted with such generous support.”

ATLANTA — The Atlanta-based University System of Georgia (USG) Campus Safety and Security Committee — co-chaired by Presidents Steve Dorman of Georgia College & State University and G.P. “Bud” Peterson of the Georgia Institute of Technology — published its May 19 report on the state of campus security across Georgia colleges and universities. The report outlined the USG’s plans to institute a broad safety initiative in the coming year and to provide incoming freshmen across all 30 campuses with mandatory sexual-assault training.

“We are about educating students and increasing the number of Georgians who have completed college,” University System Chancellor Hank Huckaby told AJC.com on May 19. “To continue to do this, we must provide our students, faculty and staff a safe environment, and we will apply best practices at each campus. This is a fundamental change in the way we have been operating across our system of institutions.”

Formed in October 2014, the committee, which also includes four student representatives and a number of other college and university officials, conducted a comprehensive review of policies and procedures at the various USG institutions The committee was charged with developing recommendations related to improvements to public safety, including compliance with Title IX of the Education Amendments Act of 1972, the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act), and campus law-enforcement agency assessment and training needs.

Following the review, the committee advised that Georgia institutions should “receive specific education and training related to their reporting responsibilities, requests for confidentiality, and Title IX requirements,” according to the report. The committee recommended that training be customized, mandatory and system-wide to ensure consistency and that all standards are met. It further recommended that the schools develop a single, centralized website to maintain, collect and publicize related information. This website should include “clear, specific and comprehensive information about how the USG defines, investigates and resolves incidents of sexual assault, sexual harassment, domestic/dating violence and stalking,” according to the report.

The group’s Clery Act subcommittee further recommended that each institution identify a Clery Act coordinator — as well as a coordinating committee — to provide consistency and guidance. Clear records should also be kept of Clery Act crimes, including geographic information, according to the report.

Recommendations regarding campus law enforcement included better defining the essential functions of campus police departments, and establishing and implementing law enforcement department assessment programs focused on administration, patrol, investigations, communications and campus community policing.

Additional recommendations included the establishment of a public safety committee and training program at each institution, the implementation of a system-wide employee assistance program for public safety personnel to provide support in managing stressful situations and ensuring that security officials are allowed appropriate access to college and university leaders to drive home the importance of campus safety and security.

MORROW, Ga. — Clayton State University (CSU), a unit of the University System of Georgia, recently celebrated the topping out of the campus’ new Science Building. Once completed, the $19.8 million energy efficient Science Building will provide the school with 64,000 square feet of new high tech instruction and research space.

The university, located approximately 15 miles southeast of downtown Atlanta, hosted a ceremony to mark the construction milestone on Sept. 12. Along with members of the university community, representatives from the project’s construction firm, McCarthy Building Companies, and architect, S/L/A/M Collaborative Inc., both of Atlanta, gathered at the construction site to sign the final beam before it was positioned atop of the new, state-of-the-art facility.

Upon completion the Science Building will house a number of classrooms, teaching and research labs, offices and support spaces. Spanning three stories, it will also contain a vivarium, mechanical penthouse, mechanical basement and a loading dock.

“Engaging undergraduate students in research is an essential part of their preparation for careers in the natural sciences and health sciences. The innovative laboratory teaching spaces in this building will expand our support of undergraduate research projects where faculty and students work side-by-side in the learning and exploration process,” said Dr. Tim Hynes, president of Clayton State University, in a statement. “Providing these opportunities not only benefit those in our science majors, they also impact allied health students and every student on campus who takes a lab science course for their core requirements.”

Reflective of its goal to promote scientific innovation and education, the Science Building will also incorporate a number of energy efficient materials and systems, and was designed to achieve Georgia Peach Green Building certification. This certification recognizes facilities owned or managed by the State of Georgia that optimize energy performance, increase the demand for local materials and furnishings, improve environmental quality, conserve energy, protect Georgia’s natural resources and reduce the burden on the state’s water supply, according to a statement by McCarthy.

“This project provided McCarthy with the opportunity to truly collaborate with the university, architect and subcontractors to make this building happen,” Kevin Kuntz, McCarthy’s Southeast Division president, said in a statement. “We’re thrilled for CSU and proud to partner with them to help grow their campus.”
